DENR allocates P20-M for grassroots' approach in NGP implementation

National Greening Program (NGP) focal persons and coordinators from the DENR regional and field offices tackled the status of NGP projects in various provinces during the recent Meeting on Bottom-up-Budgeting (BuB) for NGP and Typhoon Yolanda Rehabilitation and Recovery Plan.

              The BuB approach in implementing the NGP projects prioritizes the identified needs of the people in the affected communities. The budgeting mechanism is not just about proper allocation of the resources to ensure proper allocation of funds for the implementation of the NGP aimed to substantially reduce poverty but also to properly address environmental concerns of identified communities affected by Typhoon Yolanda by directly involving them.

“This is a very important meeting for us to level off and gather our actions together to successfully attain our targets in NGP and in typhoon Yolanda rehabilitation efforts,” DENR 6 Regional Director Jim O Sampulna (left photo) told the employees.

          DENR 6 Planning and Management Division Chief Edna B. Locsin (left, right photo) encouraged the NGP Coordinators to be specific in defining details in their report while DENR 6 Finance Division OIC Chief Nancy Gavan (right, right photo) discussed the need to be clear in making remarks as to the financial status of each project in their respective areas.

            In 2014, the BUB for NGP has implemented 33 projects out of the target of 46 regionwide, and with a total cost of Php 20,374,000.00. The group also discussed how to fast track the implementation of physical and financial targets in BuB sites and the various issues and concerns of typhoon Yolanda rehabilitation and recovery plans.
