Jim O Sampulna officially assumed as Regional Executive Director of DENR VI on December 19, 2013, through Special Order No. 2013-745 dated December 16, 2013 signed by DENR Undersecretary for Field Operations Demetrio L. Ignacio Jr.,


RED Sampulna, a native of Cotabato City, holds a degree in Commerce with major in Accounting. He has earned Masteral Degrees on Professional Studies-Public Administration and Management (MPS-PAM) and Business Administration (MSBA).


He finished his doctorate degree majoring in Human Resource Management. RED Sampulna is also a graduate of Bachelor of Laws.


Rising from the ranks, RED Sampulna’s willingness to learn honed him more on his managerial and leadership skills augmented by his attendance in various national and international seminars and trainings which equipped him with thorough knowledge on Forestry, Environmental Management, Lands Management and Project Development among others.


He started his career as a Tree Marker in the then Bureau of Forest Development in 1977, and from there he had occupied various positions in government service that considered him as a man who “rose from the ranks.”


He then became the Regional Development Specialist Chief before he was promoted as the Planning Officer V which he held for seven years. He was also designated as RTD for Lands in Regions 1 and 12.


In 1996, Sampulna was promoted as Provincial Environment and Natural Resources Officer in Region 12 and held the position for five years where he was bestowed the prestigious Outstanding Achievement Award.


In 2000, he was assigned in Region 1 as OIC-ARED for Administrative Services.


He was designated as OIC-RED of Region 12 in 2003, and became a full-fledged RED in 2004.


Sampulna has served the DENR in various capacities such as ARED for Administrative Services and ARED for Operations in Caraga, Butuan City; DENR-CARP Regional Coordinator, Pro-Poor regional Coordinator, Planning and Management Division Chief, and Internal Audit Division Chief in Region 12, among others.


RED Sampulna is also a recipient of various awards from DENR and other award-giving bodies.


He was conferred the Eagle Award, the highest and most prestigious award given to DENR key officials for outstanding performance; awarded the Most Outstanding DENR Employee; received a Plaque of Commendation from the Office of the President; and, earned an “Outstanding” rate in the Career Executive Service Performance Evaluation System of the Civil Service Commission for the past six years, among others.


RED Sampulna anchors his leadership on transparency, participatory governance, and public accountability in achieving the agency’s goals. He vowed to come up with initiatives to promote environmental protection and natural resources conservation in all local government units in Western Visayas.


Sampulna is married to Agnes Sampulna who is a nurse by profession and they are blessed with four children namely Jenessey, Jon Saad, Jim II and Jeffrey Ahmed.###
