History of DENR-PENRO, GUIMARAS

            The DENR Office in Guimaras whose administrative jurisdiction covers the whole Province of Guimaras was established through the passage of the Provincial Development Council’s Resolution requesting for the establishment of an office within the Sub-province of Iloilo. The issuance of DENR Regional Administrative Order No. 251 dated October 11, 1990 created the Environment and Natural Resources District Office (ENRDO) for Guimaras. Consequently, it becomes a district office operating under the immediate supervision of the PENRO, Province of Iloilo.

            The dawning of the Provincial Environment and Natural Resources Office (PENRO)-Guimaras was realized upon the Provincehood of Guimaras where the District Office was elevated to the Provincial level pursuant to Special Order No. 83, dated January 27, 1993 issued by then, DENR Secretary Angel C. Alcala.From 1990 to 1993, a satellite office of DENR operated in the province of Guimaras.

Present

Major improvements and expansion were undertaken at PENRO Guimaras Office since CY 2006. From a light material structure, the PENRO Guimaras Office is now a complex with two main buildings for the management services and technical services division, respectively. The PENRO Nursery was constructed at the left side of the DENR Compound. A nipa hut was also constructed as a support to senior citizen project and is also being utilized as information center

The organic office of PENRO Guimaras started with seven personnel. From years 2006 to 2015, there were thirteen warm bodies. The operation of the Office was reinforced by casual plantilla, contractual and job hire personnel.

On May 2015 the rationalization process was on its peak. The three (3) organic plantilla positions (PENR Officer, Administrative Officer IV and Accountant II) were increased into eighty-three (83) plantilla positions for the management and technical services divisions. On July 1, 2015, seven permanent personnel from PENRO Iloilo and the Regional Office were promoted to PENRO Guimaras plantilla positions. The two (2) Division Chiefs were appointed to their positions on July 24, 2017. Fifty-six (56) new entrants took oath as permanent personnel on August 6, 2017. Seven (7) personnel from other DENR Offices in Region 6 were promoted to Salary Grade 18 to 22 on September 8, 2015. Most of these new entrants were casual, contractual, and job hire personnel of the agency. At present, eighty (80) positions were already filled up. Three (3) positions are still vacant.

           

There were major changes in the management of PENRO Guimaras which started last January 2015. The organizational structure was changed from sectoral to functional. The Office was divided into two divisions namely the Management Services Division and the Technical Services Division.

 

MANDATE (E.O. 192, s. 1987)

The Department is the primary agency responsible for the conservation, management, development, and proper use of the country’s environment and natural resources, specifically forest and grazing lands, mineral resources, including those in reservation and watershed areas, and lands of the public domain, as well as the licensing and regulation of all natural resources as may be provided for by law in order to ensure equitable sharing of the benefits derived therefrom for the welfare of the present and future generations of Filipinos.

To accomplish this mandate, the Department shall be guided by the following objectives:

  1. Assure the availability and sustainability of the country's natural resources through judicious use and systematic restoration or replacement, whenever possible;
  1. Increase the productivity of natural resources in order to meet the demands for forest, mineral, and land resources if a growing population;
  1. Enhance the contribution of natural resources for achieving national economic and social development;
  1. Promote equitable access to natural resources by the different sectors of the population; and
  1. Conserve specific terrestrial and marine areas representative of the Philippine natural and cultural heritage for present and future generations.
