The Department of Environment and Natural Resources (DENR) Region 6 bags Top Alternative Dispute Resolution (ADR) Awards for two consecutive years now.

Orland Julius M. Padios, an ADR Officer of the Community ENR Office (CENRO) Bago City, Negros Occidental, took home the bacon as the Top 1 Best ADRO among the 18 regional ADROs of the DENR nationwide. Adding another feather in the cap was the award given to DENR 6 regional office as the Top 1 Best Regional Pool of ADROs nationwide. 

Both awards were given on February 8, 2024 during the DENR ADR Assembly conducted at Social Hall of DENR Central Office. DENR 6 Assistant Regional Director for Technical Services Raul L. Lorilla received the award on behalf of DENR 6 Regional Executive Director Livino B. Duran, along with DENR 6 Focal ADR Officer Sonia Gimotea of the Licenses, Patents and Deeds Division (LPDD). Atty. Noel C. Empleo, Chief of the Legal Division, is DENR 6’s ADR Focal Person.

DENR’s recognition of the top performing ADR Officers and Pool of ADROs (PADRO) is part of its Program on Awards and Incentives for Service Excellence or PRAISE, thereby giving recognition of employees’ performance for exemplary accomplishments which greatly impact in pursuing the Department’s goals and objectives. The PRAISE Program is designed to encourage creativity, innovativeness, efficiency, integrity, and productivity in public service.

In 2021, DENR Region 6 was cited as one of the 5 Top Best in ADR nationwide. Then, in 2022 another set of guidelines recognized the Best ADR Officer and Best Pool of ADROs, and Region 6 got awarded with the Top 1 and Top 2 Best ADR Officers in the persons of Orland Julius M. Padios of PENRO Negros Occidental and Jose Angelo Fabila, respectively. DENR 6 was also awarded with the Best Pool of ADROs.

The 2023 ADR Award guidelines however were refined and provided for the regions to select the Best ADRO at their level and the same person will compete at the national level. Fortunately, Orland Julius Padios again ranked as Top 1 at the regional level and also got the Top 1 at the national level, and with DENR 6 adjudged as the Top 1 Best Regional Pool ADROs. On top of his Plaque of Recognition, Padios also received a total of 140,000.00 as monetary reward which is a total of his winnings from the regional and national level. The DENR 6 regional office was also awarded with a Plaque of Recognition and a 100k monetary reward for the Best Regional Pool of ADROs.

Both Atty. Noel C. Empleo as the DENR 6 ADR Focal Person and Sonia Gimotea as ADRO Focal were each given a Plaque of Recognition for their exemplary performance, hard work and commitment into institutionalizing the ADR mechanism in the Department.

All ADR entries went through a tedious selection process with the evaluation period covering November 1st of 2022 to October 31st of 2023. After the evaluation, the top three highest individuals were shortlisted from the ADRO nominees for their Best ADRO awardee per PADRO unit. Nominees also went through the clarification interview and the ADR Secretariat came up with the shortlist of National Best ADRO Award Nominees and Best PADRO Award Nominees.

Moreover, the selection process also made use of the survey-interview results with the scorecards on Quality, Quantity, Timeliness, Success Stories and Impact (QQTSI) of the ADR services that the nominees have provided their clients.

“Land conflicts have always been the most complicated issues we have faced and tried to resolve. It is our peacebuilding effort, and with the ADR as a mechanism, we are slowly and surely gaining grounds. The ADR awards we have achieved are but a mirror of a deeper conviction that we hold dear: land for the landless, peace among families and neighbors and sustainable development for all beneficiaries,” said DENR Regional Executive Director Livino B. Duran.
